Thank you for the opportunity to comment on Extension of Sand Extraction Lot 1001, Lake Clifton Road, Lake Clifton, Shire of Waroona

Lake Clifton is the land of the Pinjarup people, and I respect the rights and interests of First Nations people to determine future land uses on their Country.

I request that the Environmental Protection Authority do a full environmental assessment of this proposal and recommend Public Environmental Review level of assessment.

These are some of the reasons for my views: 

 The Proposal will impact flora and fauna of conservation significance 

  • The areas surrounding Lot 1001 and east of the Yalgorup National Park contain existing or proposed extractive industries, or areas from which sand and limestone may be sourced, increasing the potential for cumulative impact from land clearing. 
  • The current excavation site adjoins the Yalgorup National Park to the south and is cleared to the boundary. The Proposal, which will include additional native vegetation clearing, will cumulatively increase risks to the ecology of the National Park. 
  • The Myalup State Forest is located to the immediate south of the prescribed premises boundary and to the immediate west of Lot 1001. Through additional land clearing, the Proposal will cumulatively increase risks to the ecology of the State Forest. 
  • The Premises lies within a designated area for the critically endangered Tuart (Eucalyptus gomphocephala) woodlands and forests of the Swan Coastal Plain” and the proposal area contains Banksia Woodlands of the Swan Coastal Plain. The Proposal will increase the risks to Threatened Ecological Communities.
  • The Proponent claims that it will refer the Proposal under the EPBC Act, thus acknowledging the potential for impact to EPBC listed species or ecological communities. 

Threatened Ecological Communities

  • The Proposal area contains Banksia Woodlands of the Swan Coastal Plain. This ecological community is listed as endangered. The greatest threat to this TEC is from clearing and fragmentation, for example, from projects for silica sands excavation.
  • The Proposal area is listed as containing Very Good to Excellent species richness and the area contains a range of vegetation complexes, in addition to Banksia Woodlands.  

Conservation significant species 

  • Black cockatoos - The three species of black cockatoos are all represented at this site. Habitat fragmentation and the removal of critical feeding resources are a major threatening process for black cockatoos.
  • Western Ringtail Possum - Western Ringtail Possum are noted as present in the Proposal area “a very low abundance”. It is precisely this ‘low abundance’ that necessitates the need for a more careful evaluation of the impacts to this critically endangered species. 
  • The Proposal area potentially contains state listed conservation significant fauna, including Brushtailed Phascogale, Quenda, Western Brush Wallaby, Perth Slider, and Peregrine Falcon.  

The Proposal is in proximity to conservation wetland systems 

  • The Proposal will extend the sand mining operations further westwards towards the Yalgorup Lake System geomorphic wetland. 

I am particularly concerned that the land clearing and excavation for the Proposal, combined with other industrial/agricultural activities in the area, will produce cumulative impacts to the conservation significant wetlands.
